Job Description:
The DHS CBP Program Management Office Directorate (PMOD) serves as the Independent Test Authority (ITA) for CBP acquisition programs and requires comprehensive systems engineering and test and evaluation (T&E) support. SimIS seeks a Quality Manager to establish and maintain comprehensive quality management processes to ensure all deliverables, testing activities, and systems engineering work products meet or exceed PMOD standards. This role involves implementing quality control measures across diverse testing environments, from urban border areas to remote desert and mountainous regions, while maintaining compliance with government quality requirements and supporting continuous improvement initiatives.

Required Knowledge, Skills, and Abilities
  • Bachelor's degree in Engineering, Quality Management, or related field
  • Minimum 7 years of quality management experience in government contracting, preferably with test and evaluation programs
  • Quality management certification (ASQ CQM or equivalent) preferred
  • 25% travel required
Technical Skills :
  • Knowledge of quality management systems and processes
  • Experience with performance metrics and measurement systems
  • Understanding of government quality standards and compliance requirements
  • Proficiency in quality documentation and record-keeping systems
  • Security: Ability to obtain and maintain DHS suitability background check
  • Analytical Skills: Strong analytical abilities for quality assessment and process improvement
  • Communication: Excellent documentation and reporting skills
Key Responsibilities
  • Implement proven quality management processes across all program activities
  • Monitor and report performance metrics for systems engineering, testing, and analysis activities
  • Ensure compliance with PMOD standards and government quality requirements
  • Maintain quality records and documentation for all deliverables and test activities
  • Support continuous improvement initiatives and lessons learned processes
  • Develop and maintain quality control procedures for field testing in extreme environments
  • Coordinate quality reviews of technical deliverables including system architecture documents, test reports, and trade studies
  • Establish quality metrics for evaluating contractor performance and deliverable quality
  • Support deficiency tracking system with quality-focused mitigation strategies
  • Ensure quality control for data collection activities across diverse border environments
