THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

The Employment Development Department (EDD) is seeking a highly motivated and skilled Information Technology Specialist II to join the Network Engineering group within the Information Technology Branch. Under general supervision, the selected candidate will support the EDD's enterprise IT Network engineering and operations, including hardware and software components and the confidential data managed by the organization. This incumbent is to play role with Network Engineering Group of Infrastructure Services Division (ISD), where he/she will be responsible for the implementation, maintenance, and operations of statewide IT network systems.

As part of the Information Technology Branch, the incumbent will help shape its transformation into a customer-focused service organization by adhering to the Branch's cultural principles. They will also play a key role in fostering positive communication and building relationships with vendors, colleagues, management, and clients.

This position may offer eligibility for a hybrid work schedule, with telework flexibility determined by the Department's needs. The employee is expected to report to the office on assigned in-office days, with travel costs to the headquarters at 800 Capitol Mall, Sacramento, California, the responsibility of the employee.

This position is eligible for a hybrid work schedule. The amount of teleworking is at the discretion of the Department and is subject to change as business needs arise. Employees are required to report to their headquarters office on their assigned in-office days. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Required Skills

  • Understanding of IP networking, protocols (TCP/IP, DNS, DHCP), routing, switching and ability to configure and troubleshoot network devices such as routers, switches, Wireless controllers and firewalls.
  • Skills in network security including firewalls, Virtualization Security and troubleshooting.
  • Proficient in scripting languages such as Python and automation tools.
  • Ability to monitor, detect network bottlenecks and improve efficiency.
  • Cloud computing knowledge such as AWS, AZURE or Google cloud, concepts like virtualization and hybrid cloud computing.
  • Firm understanding of Layer 1 technologies such as Single, Multimode fiber and Layer 1 troubleshooting tools.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated network engineering and operations experience in a large enterprise organization with 1000+ employees and client/server computers for internal and public facing services.
  • Demonstrated experience with security segmented environments in an N-Tier Architecture.
  • Proven experience with multiple networking disciplines; firewalls, switches, routers, virtual private networks, load balancers, SDDC (Software Define Data Center), network monitoring tools and systems, technical documentation, etc.
  • Demonstrated 2+ years' experience working in a network technologist position equivalent to the IT Specialist I level or higher.
  • Experience working with network templates for testing new software, switch configurations and end-to-end implementation task plans at an Enterprise level.
  • Experience in planning, building, running, and conducting technical walk throughs with project/work teams related to network changes, maintenance, upgrades, and hardware refreshes.
  • Ability to produce technical documentation that helps people understand and use a product or service.
  • Experience with change management processes; submitting requests for change, developing tasks plans, and coordinating change.
  • Ability to clearly explain technologies, processes, and products to customers.
  • Demonstrate ability to multitask, meet deadlines, and process work efficiently and effectively.
  • Work as a team player with the ability to self-direct and identify workload needs.
  • Strong attention to detail.
  • Ability to learn quickly and adapt to changing priorities.
  • Ability to use technology and repeatable processes to achieve the highest level of productivity.
  • Possession of IT networking certifications is highly desired
  • College degree or similar experience in Computer Science or similar field of technology is highly desired.

The EDD Network Engineering Group (NEG) is involved with the planning, building and running of technology, which includes engineering, test, deployment and maintenance of network systems and tools for Enterprise. NEG also participates in many enterprise-level projects and deals with critical network issues by providing technical expertise with design, integration, consultation and other network related services. As a member of the Networks team, you may be a participant or a lead in part or all of these activities. Please answer the following questions related to your networking experience.
